Legion In Town



As you may have noticed we have had the pleasure of hosting the Spanish Legion in the village whilst they conduct exercises in the valley. 

Today at 1.0pm the band of the Legion performed for over 100 children from the villages at the school in La Alfoquia. 

Afterwards we were invited to join the officers and men in their makeshift restaurant (the gymnasium) for lunch (and a tasty lunch it was too).

I have to say that on every occasion I have had dealings with the men of the Legion they have impressed me with their friendliness, kindness and hospitality. They are a credit to their country.

Spain and UK set to give each other's residents abroad post-Brexit voting rights in local elections

Madrid and London are finalising a bilateral agreement that will give British residents in Spain and Spanish residents in the UK the right to vote in post-Brexit local elections in the country they live in.
Spain and Britain’s governments have decided to streamline a deal that will protect the rights of its expat citizens in either country post March 29th, the day the UK leaves the EU.
The bilateral agreement will guarantee that Brits in Spain and Spaniards in the UK can continue to vote in local elections, or elecciones municipales as they are known in Spain.
Until now, Britain’s impending break-away from the EU was set to leave both groups without any voting rights in their country of residence, whereas as part of the bloc, registered residents even had the right to stand as candidates in local elections.
There are in fact currently 37 locally elected British town and city councillors in Spain, mostly in Comunidad Valenciana and Andalusia, the two Spanish regions with the highest number of British residents.
The current negotiation will ensure that the 280,000 Brits officially residing in Spain keep these two rights and will be able place their ballots - or stand - in Spain’s next local elections in May 2019.
That’s regardless of whether or not there’s a no-deal Brexit scenario which causes Brits to lose their EU rights as of March 30th 2019, rather than in December 2020, the month in which the transition breakaway period is scheduled to end in the event of a deal.
This deal is of course a reciprocal one which will be treated as an international treaty that has to be ratified by Spain and Britain’s parliaments.
According to leading Spanish daily El País, the agreement is being “negotiated at top speed” between May and Sánchez’s government but diplomatic sources did tell the paper it’s unlikely to be approved and ready in time for Spain’s local elections on May 26, 2019.
Spain’s Ministry of Foreign Affairs is therefore prepared for the agreement to come into action in a provisional sense as soon as the initial frame line is agreed upon.
Spanish Minister of Foreign Affairs Josep Borrell is also calling on the UK Embassy in Madrid to encourage the “several tens of thousands” of Brits in Spain who aren’t registered yet to do so in order to guarantee that they are protected by other contingency plans set to be rolled out including residency, health and work post Brexit in Spain.
For this the UK must deliver the same rights to the 115,000 Spaniards residing in “Gran Bretaña”.
Spain's local elections next May will determine what councillors are chosen in the country's 8,116 municipalities and what seats political parties hold in the 38 provincial councils.
The municipal elections will be held simultaneously with regional elections in most of Spain's autonomous communities.

Firstly the Spanish Legion are doing exercises in our area this week and the camp in La Alfoquia, is open to the public from 11.0am to 2.0pm today if you fancy visiting. Sorry for late info just got to know last night.

A few pics from yesterdays trip to Rute (apologies for the couple of hiccups!).  Visited the chocolate museum the Jamon museum and the Anise Museum. The Bethlehem made of chocolate took 1,40kgs of chocolate to make.

Church Xmas Donations 2018

Today I and the deputy mayor Lola Antas had the pleasure of accepting, on behalf of the less fortunate in our community, the food bags from the congregation of the Church at Los Llanos del Peral.

They donated a total of 25 bags of food and these bags also contained a Xmas card chocolates and a gift. These will de distributed to the appropriate people over the next few dainties to the church.

Spanish Classes

Following a number of requests we are to start a new programme of Spanish Classes in January.

The course will be for 1 hour twice a week on Tuesdays and Thursdays at 0900 in the library in Zurgena and will last for just over 3 months when it will be reviewed.

The course will be of a conversational style and give a basic grounding in commonly used verbs and day to day scenarios.

If you wish to attend this class please let me have your names, NIEs and telephone numbers and I will confirm your places.

Selling Houses Taxes & Cordoba Trip

Following a number of recent requests regarding the sales of properties I sought clarification of the taxes payable by the seller of a property and was told the following;

1. Plus Valia payable to the Town Halls This tax is calculated upon the increase in the value of the land upon which your property stands. It is calculated on the basis of a 3% increase annually from the date of purchase. For example if the value of your land at the time of purchase was €10,000 and that was 10 years ago, the increase in value is assessed to be €3,000 and the tax payable on that is 18% eg €540

2. Incremental Patrimonial This is a tax payable to the central government and is similar to Capital Gains Tax. This tax is calculated on the basis of the total profit of the sale of the property eg if you paid €100,000 for your house and land and sold it for €200,000 you would be taxed on the €100,000 at 19% which would total €19,000.

Dipuradora Cucador Norte

Just a reminder regarding what can be sent to waste water in the area which is served by the dipuradora (treatment unit) below Cucador Norte.

No non-biodegradable items should be flushed down the system as these items, such as wet wipes, nappies etc clog up the machine and lead to it overflowing. It is also a less than simple task to clean the machine and leads to standing waste water in the open.

Reminder NHW AGM

A reminder of a date next week for your diaries.

The Annual General Meeting of Zurgena Neighbourhood Watch is to be held in the Theatre in Zurgena at 6.0pm this coming Wednesday 5th December at 1800 hours.

I anticipate it lasting no more than 1 hour but is an opportunity to meet your local coordinator. We have been very successful in having sufficient volunteers to cover almost every area. 

Cordoba Trip

I have had it confirmed that the Cordoba trip is to go ahead. There are only a few English speakers going so there may well not be an interpreter.

If you wish to go on this trip please confirm asap and I will be taking payment in advance of the trip from Monday 3rd December  (€20.0pp).

Change of Residency Rules

There has been a change in the rules regarding permanent residency in Spain.

The process now is, for a newcomer moving to Spain, to register at first in the Padron of the Town Hall with a copy of their escritura and passport.

There is then a period of 6 months grace during which one can transact things since as house or car purchase .

Thereafter it is necessary to obtain residency through the Office for Extranjeros in Almeria. In order to be able to do that the authorities require proof that you either have a regular income eg pension or you have a job. In the event of someone not having a pension they may accept proof of regular transfer of funds from the UK to a Spanish bank account. If one spouse has proof but the other does not then they will accept one on the others.

There is also another qualifying factor of having been resident for 5 years which negates the above requirements.

Pre Xmas Trip to Cordoba

We are considering a pre Xmas trip to Cordoba.

It is intended that we go on Saturday 15th December. The only downside is the departure time of 0600 (although on the poster it says 0530! I will confirm.) Return to Zurgena about 1900.

The itinerary includes the following,  coach travel, breakfast presentation, lunch, an exhibition of various commercial products (mainly foods) and guided visits to the following; the biggest chocolate Belen in the world, a ham and sugar museum, the Elf distillery which is a Museum of Anis and distils gin, a shortbread factory, a chocolate factory and if that is not enough a visit to a Belen made of ice.

The price of the trip to include all that is €20 pp. We will be limited to about 25 seats but I need to know that sufficient are interested. If you let me know that you want to go on this trip I will assume it to be a firm commitment as we will base our final decision on doing this on your responses.

Paying IBI

IBI Payment Link


The above link should take you to a page which you can use to pay a bill to the Hacienda eg IBI etc. The details you need to input are those shown on your IBI bill.

It is not very user friendly as I have tried but it is the only other way I can find to pay an IBI directly.
One thing to remember is that if your bill has attracted charges the amount you should show in the import box is the original figure which will link to the original bill. 

Cancer Screening

All women between the ages of 50 ard 69 can be screened of Breast Cancer at the hospital, La Inmaculada, in Huercal Overa.

Letters are being sent out now. If you do not receive your letter you can make an appointment by calling 950 451 011 (unfortunately no English spoken).

Spanish Classes, Calle Escocia

Having welcomed quite a few newcomers to the area and explained all that is available in the area a common request is for Spanish Classes for beginners. I understand that the current classes are possibly a little full but I am looking at what options we may be able to consider for the new year. 
To give me some idea of the demand for additional Spanish classes please let me know if you are interested in some sort of basic course maybe one or two hours a week for 3 months concentrating on basic conversational Spanish.

The bottom end of Calle Escocia has received some attention but this is temporary. It is the intention of the Town Hall to have a much more solid structure in place in the next 6 months to ensure the water runoff in the event of heavy rains does not affect the integrity of the road. A purely temporary fence will be put up for the moment as it would be pointless to install a permanent fence only to have to demolish it in a few months.

The deterioration of the surface of Calle Irlanda is an issue we are now endeavouring to obtain the funding to repair. Our councillor responsible for such works is making a project which will probably be submitted through the Junta for consideration in our Provincial Plan for 2019.

Padron for Newcomers

I have just been informed that those who have recently arrived in our municipality need to register on the Padron before Tuesday of next week if they wish to be able to vote in next years local elections.

I now have even less time to get round the newest residents. If you know of anyone near you who has recently moved into the area let them know about this.

This does not apply to those who are already on the Padron for those we have until early December.

Firstly a reminder that if you have not yet paid your IBI bill it will be accruing penalities. These are not  excessive but can mount up over time. The longer it is left unpaid the more you will have to pay.

Secondly our WiFi is now being handled by a private company Sistel Almanzora SL and any and all issues should be addressed to Juan on 621213721. or 850991111. He does speak a little English.

Installation is €60 to include 300mbps router

8meg €12, 16meg €20, 30meg €30, 50 meg €40

He can also supply telephone services with or without internet and fixed line telephones. Additionally he can provide Spanish and UK TV services.

Found Puppy

The dog has been homed now.

Although this is not the purpose of this blog I have been asked if I would put pictures on here of a small puppy which turned up in Palaces this afternoon.

It has a small collar on but it has been taken to the vets and is too young to have been chipped.

Important Note re Election 2019

Update. 14th November

I am now aware that some people are receiving letters from the Electoral Census office which requests that they complete and return to ensure they are eligible to vote. I then asked the obvious question, ¨Why, if there is already in existence a database of eligible voters, can we not have a copy?¨This would obviously make the task of ensuring those who could be eligible are eligible. I was told that no we do not have access to that database. So in order to ensure all residents who are eligible to vote are so registered we will continue to go door to door but, if you are passing the Town Hall, pop in and ask for a copy of the census form. If stuck I have copies the desk outside my office as you go through the door at the top of the stairs on the desk. If you complete the form and leave a copy of your NIE for my attention I will ensure it is processed. Then if you receive any corespondence from the Census Office you can ignore if you have completed as above.

Additionally if you are in the UK at the moment and wish to ensure you are eligible to vote please contact me with your UK address and I will send a copy of the form which needs completion and if you return to me at the following address with a copy of your NIE I will ensure it is registered. Ayuntamiento de Zurgena, Calle Meson 1, Zurgena, Almeria CP04650. Alternatively I can email you a copy which, if you can scan a copy, sign and send back with a copy of your NIEI will register.

I am now aware that the Office of the Electoral Census is sending out letters to people to complete and return to confirm they can vote. I then asked the obvious question? If they have a database of all those they know to be reg

As of this moment all home owners are eligible to vote in the local and European elections in 2019. I do not envisage this changing as a result of Brexit until possibly 2020, if at all. There are various committees here in Andalucia studying options for us all post Brexit.

Here in Zurgena the current administering team under the leadership of Luis Diaz Garcia (and within the Political Party of PSOE) has been working very well (I hope you agree) and it is my understanding that he will be leading a team again to stand in the 2019 local elections which are due in May (no definitive date yet). No opposition has yet declared their intention to compete but I am sure there will be a few parties trying. The current team is probably one of the most active in support of its expat community in all of Southern Spain.

There is a rule in Spain which covers the registration of foreigners to vote in this, and the European, elections. Basically if you are registered on the Padron you ALSO need to ensure that you have signed a form requesting the right to vote PRIOR to the 1st December.

Jose Manuel and I will trying to visit every house during the next month to try and visit everyone and obtain their completed forms.

It would help me and the Town Hall if everyone who is unsure whether they have the right to vote call into the Town Hall at some stage during November and sign the appropriate form. All that is needed is this form and a copy of your NIE.

IBI Last date and Xmas Market

A reminder that all IBI bills have to be paid before the 20th of this month otherwise they will attract additional costs.

We are organising a Christmas Market in the Renfe for Sunday the 9th December form 0900 until 1830. This is just a notice so that anyone wishing to have a stall on the market please contact me as soon as possible to ensure a space is reserved.

Finally the feedback from the Flamenco show last night was excellent again. I am pleased so many enjoyed the different style of Flamenco performed at this latest show. Below are a few pictures of the event.

Motorway

An hour ago the Board of the Junta de Andalucia has announced that the funding has been approved to the tune of 39.4 million euros. The work should commence in the next few months - at long last!

Mass for All Saints Day

There is to be a Solemn Mass, held in the Cementery of Zurgena at 4.30pm Thursday 1st November 2018.

It is open to anyone who wishes to attend.

PGOU Meeting Update

I have just had a conversation with our Mayor to work out when we can hold our Public meeting.

We have a couple of small technical points which we are resolving over the next week or so. After that we have to hold a Plenary session of the Council and then send the updated plan to Almeria.

There are different issues in the different areas of the municipality and the architects and others are working to get a better understating of each of the facets of these differences. I am hoping to be briefed on how those studies are going in the next week and as soon as I am I will post on here.

The Mayor wants to hold the meeting in the next few weeks but also wants to be comfortable that we all understand exactly what the situation is in each area. Obviously it would be pointless for us to hold the meeting and not have sufficient a grasp on the detail to be able to answer some questions.

Sop sorry for the delay we are working as hard as we can to make it happen.

Halloween, Holiday, Medieval Market and Flamenco

Halloween. If you have any children out on holiday or staying here for Halloween there are a couple of events for the children. From 1900 x 2000 there is a children's workshop in the Plaza del Olmo and  from 2100 in the Library there is a tunnel of terror.  Roast chestnuts will also be available.

A reminder that this Thursday is a Public and Bank Holiday.

There is to be a Medieval Market this coming weekend. It will be held in the Plaza del Olmo on Friday 2nd, Saturday 3rd and Sunday 4th from 6.30pm each evening.  It will feature craft and food stalls etc.

The next Flamenco Show in Zurgena Theatre is next Sunday at 8.30pm. The tickets (€15) are going quite fast. If you wish to reserve any please let me know asap.

A New Flamenco Show

Below is the poster and text from Francesca about the next Flamenco Show. If you attended any of the previous ones you will know that they are quite exceptional shows and each one is different.

ALMERIA TIERRA FLAMENCA.
A brand new EXCITING flamenco performance featuring the male and female dancers dancing together to reenact a part of the history of the flamenco tradition from Almería. The lead artists come from well established flamenco families based in the famous La Chanca district of Almería capital. There will be a preliminary presentation in English to explain the theme to non Spanish speakers. 
It is a cycle dedicated to the flamenco of Almeria, to its renowned artists, to it's origins, to its traditions. .. a recognition of what our region has contributed to Spanish Flamenco. It is as lesser known area in the national Flamenco scene, however some great artists such as legendary guitarist Tomatito have been born and still live in Almería. Other more historical figures such as Pedro el Morato (  creator of the flamenco palo 'Taranto' ),inspired by the traditions of the mining songs of the Lead, Iron and Gold mines of our region, such as Rodalquilar (Cabo de Gata), Macenas (Mojacar), Huelin (Herrerías), Gador ( Almería), Rambla Belen (Almería), Glasses (Arboleas)
This Almeria Tierra Flamenca Cycle performance is an opportunity to better understand the region in which we live. It is also an opportunity for better integration for non Spaniards who live here and an opportunity for personal cultural enrichment, evidently not only for a better knowledge of flamenco but also for a better knowledge of our region through flamenco that is an integral part of the history of Almeria and has gone hand in hand with the development of the province of Almeria.

Delegate Visit following PGOU Approval

Today we had a visit from the Territorial Delegate of the Environment and Ordering of Territories, Raul Enrique Caba.

The Mayor and myself took him on a tour around the areas of our municipality and he expressed his admiration for the work the Town Hall of Zurgena and, in particular, the Mayor Luis David Garcia, had done in getting our Plan to completion.

He also agreed to attend at our Public Meeting once we set a date when he can represent the Junta.

Gymnasium

Following lengthy discussions on ways forward to enable the Gymnasium in La Alfoquia to open, the Mayor, Jose Manuel and myself have agreed a process which effectively means that Jose will be the manager of the gymnasium!

Initially June Hamilton is to hold her body toning classes in the gym each Monday and Thursday at 10.0am but hopefully we will be able to offer further options in the Gym in the future.

My thanks to Jose for taking the responsibility and ensuring that June and the public will be able to benefit from the gym being open again.

Bank Holiday and Flamenco and Cookery Course

Firstly reminder that it is a red day Bank Holiday tomorrow so everything is shut. Including my office!

Secondly we are having a few problems organising the next Flamenco show which should be the first week in November but clashes with the Medieval Market (the stall holders sleep in the theatre for the duration of the market!) As soon as we can confirm a date I will post on here.

Reminder of the cookery class/ course which starts on the 22nd October in the school in Zurgena. The course is free and will be held each day from 5.0pm until 7.0pm people can attend for one or all the 5 days of the course. It is free and us being conducted by a local chef to demonstrate local dishes and tips on their cooking (even I am going to attend to see if I can learn anything!).
We intend also to hold a nice day on the Saturday at which the attendees on the course can enjoy the fruits of the week and some other dishes and possibly a glass of wine. I have a list of those who have already expressed an interest but need to finalise that list by next Tuesday 16th so we can mange the numbers so if you wish to attend please let me know.

Newcomers Advice Sheet and Pool Bar

Below is a link to a copy of an advice sheet which we have drawn top to help any newcomers to the area to be more informed. We will be making copies available in the Town Hall (front desk) and as we record new residents.
Newcomers Advice 

Regarding the Pool Bar there are many rumours going around but so that everyone knows the situation it is this;
The contract to run the Pool bar expires this month (October). The Town Hall will be opening the process to decide on the next contract soon, by publishing the date and details, of what will be required by any potential bidders. There will be a sealed bid process and the successful bidder informed I believe by the end of this month.

Update the process will take more like 2 to 3 months.

Health System Access

Many people are having problems accessing the new medical system computer to make doctors appointments etc.

I attended with our computer guy at a local resident property to help him access it. The problem is that some browsers are not accepted by the new system and the way to get around this is to type the following link into your browsers navigation box (but use Firefox as your browser)

And More Good News

More good news, the week is turning out to be an amazing one for good news.

The advisor to the government on development and housing, Felipe Lopez, stated on a recent visit to Garrucha that the completion of the motorway from Cucador to Ballabona should be signed off in the next few days and work should restart in the first half of next year. The work to complete the dual carriageway from Vera to Garrucha should also be completed by next summer.

l should get to know as the company who will be given the contract agreed to employ local people so we should know then if not before.

Historic Day for Zurgena

I was present today at meeting of historical importance for our village and one I have worked for and waited for (as many of you have) for over 11 years.

Luis Diaz Garcia, Manolo Tijeras, our Architect and myself attended the meeting with all the Government Delegates at the Junta de Andalucia  at the meeting of the Commission of Urbanisation. The commission approved our PGOU in its entirety. So now begins a huge load of work to complete the works necessary to move everything forward. 

Following this announcement we will, during the next week, study the plan and the best route forward and organise a meeting to take questions and explain where we are at and what needs to be done (which is a lot!) but this gives us the tools with which to progress in every way. 

Below is a translated copy of Luis´ Facebook post about the meeting. 

The " Territorial Commission for the planning of the territory and urbanism of the junta de andalucía, has approved today, definitely the pgou of zurgena in its entirety. Great news for our people, who today makes history. After the next publication of the document, the city council will organize a plan to mark the different lines work (solution of housing problems / future development of the 2 Polygons / consolidation of some recognized nuclei /...) there is much to do but the most Important has been achieved, "give legal certainty to the whole municipal term". I am very happy and although i am not a person of many celebrations if I would like to thank all those people who have made this possible (Team Editor / technicians of the Board / delegates and secretary general... and as not to all my colleagues and zurgeneros for their patience and understanding. Thanks from ❤️. Zurgena deserves it.

Padron Work

Jose Manuel, Fran and I have state the work to ensure the Town Hall Padron record is up to date. We are already finding discrepancies, primarily the problem being the Town Hall records.

We will be trying to visit every house in the municipality over the course of the next few months so please be aware that if you find 2 or 3 men knowing at your door it may be us!

Big Official Morning

Big Day in the Town Hall today.

We had the Canal Sur cameras to record the opening of the new wing of the infant school (Cole Juan Andres Toledo) by the Delegate of Government for Education from Almeria. It is a huge improvement for the kids and has been sorely needed for many years. The kids certainly seem to be enjoying their new classrooms.




We then had a meeting with the Guardia Civil and Police National and the sub delegate for Government to establish a Commission of Local Security. This is a process by which we can apply for and get assistance from other security bodies when we are short of cover and to assist with any major security issues.  This also gives us a leading role in tackling problems across 20 different pueblos with the support of all the security agencies.

Cooking Course week

To provide a little more detail now.

The course is to be held each weekday 22nd October to 26th October between 1700 and 1900. Each day will be a different selection of Spanish dishes.

On Saturday 27th October at 1030am there will be a morning where we will review the weeks cooking and have a small breakfast and then possibly have a demonstration of an ex pats typical dish (looking for a volunteer or two) similar to what we did before and then enjoy a nice lunch where people are free to bring thrown wine or other dishes. At this stage the course will be held in th school kitchen in La Alfoquia during the week not sure yet (depends on numbers where the Saturday event will be held.

All I need at the moment is numbers so we can manage them. I have already had a number of people contact me and if you have done then no need to contact again.

Water Interruptions Again

Galasa have a problem and they have had to disconnect the water again on a mains pipe. It is expected to be off for 2 to 3 hours. 

Calling All Cooks

As many of you know we have held a number of very successful cooking days where we came together with local people and made various dishes and later in the day enjoyed them.

The TH has, in collaboration with the Junta, organised a number of activities during the week 22nd to 26th October. One of these activities is daily demonstration by a proper Spanish chef of how to cook local style meals.

It is intended that these demonstrations be done on the weekdays in the mornings Monday 22nd until Friday 26th. What I need to know are numbers who are interested . I am unsure yet whether the course will be just one day of that week or more will clarify when I can.

My suggestion which has been accepted is that those who attend for the demonstrations will have the opportunity to taste the products each day but that on the Saturday we do, similar to before, show the knowledge the attendees have acquired, and add some other countries dishes with demonstrations so we can have a convivial lunch with wine (if anyone wants).

I think it only fair that those who attend the demos have fist seats at the Saturday event. If you would like to participate please let me know as we need the number asap. 

Update on a few things

1. Regarding the informative meeting about the PGOU we are awaiting some final details, which are due to arrive in the first week of October, and Luis has informed me that as soon as we have that detail he will circulate the date and time for the meeting.

2. Regarding the road works on Calle Finlandia, Italia, and Francia, some of you may have noticed (as I did as soon as I returned home) that the contractors had not used gabions on the structure. I raised this as an issue with the councillor responsible and he informed me that they had accepted a redesign, which saved money. I was concerned about this and asked what guarantees we had that the work would not be compromised in the event of floods in the future and wasted that they have given us guarantees covering the work.

3. Jose Manuel and myself have been tasked with ensuing the accuracy of the Padron register. Over the past 5 or 6 years we have worked very hard at eliminating the debt that the Town Hall had accrued previously. That we have now achieved and we hope to this year and in the future greatly improve the villages. To that end we need to ensure that all residents or property owners are registered on the Padron. It is also necessary to be registered on the Padron to vote and next years local elections may be the last ones we have an opportunity to vote in (dependant on the outcome of theBrexit negotiations). I would ask that if you are not on the Padron please call in and do so. We will be going door to door to check our records are accurate over the next month or two. If you know anyone who has recently moved into the area please mention it to them. The more we have on the Padron the more money we get from Regional Government.

Back in the Saddle

I have enjoyed an extended period of leave to visit family in the UK and enjoy a summer holiday but all good things come to an end!

Zurgena Fiesta Mayors Address and link to programme and Magazine

Dear neighbors:
We find ourselves at the footsteps of our anxiously awaited fiestas of San Ramon Nonato, which come along full of activities , emotions and lots of fun. But on this occasion there is not just another fiesta, as these are the last celebration in honor of San Ramon Nonato of this legislative governing body and as a neighbour of  our town I will celebrate the unforgettable moments and coming together of loved ones which we all share each time this time ofyear comes around , as mayor of Zurgena , there are many reasons as to why these fiestas have a special significance.

The end of our legislation is nearing , in which we have worked tirelessly, without rest, for the prosperity and the wellbeing of all the municipality. We are aware that we still have objectives to face , but we will carry these out with the experience acquired , thanks to the numerous projects and objectives accomplished during the past years. Three years ago our residents did not even have a funeral home where they could mourn their dearly departed without having to travel outside of our municipality, today, fortunately , this and many other necessities have been obtained. We now have newly reformed and modern public school Juan Andres Toledo which will improve the conditions in which our young will be educated and developed, numerous neighbourhoods , such as La Cruz,. The goal of achievements such as public lighting, the creation of green areas and parks even the renovation of the infrastructures for normal tap water and sanitation or sewage.

We have also not forgotten the essential aspects needed for thegrowth of a municipality and the improved well being of the qualityof life of  all its residents, such as sports and culture. Amongst the most important actions taken e worked on and which has already been approved is 80,000 euros for the Municipal Sports Pavilion which will allow for the repairs of all the defects due to the passing of time as well as the modernization of its installations. Without forgetting the sporting events which have attracted hun-dreds of visitors such as the race in honor of Juan Antonio Ramos or the timed rally ̈zurgena ̈ Paradise of the Interior, amongst others.

Likewise this governing body ( always in hand with its residents , neighbors and town hall workers ) has made a great effort to fix and repair dozens of rural pathways and roads and for the eradication of the historic problems with the stabilization of the Cerro Las Lomas.


To these actions we could add future projects which will soon be a reality such as the construction of a retention wall which will also serve to beautify the entrance to the town, the renovation of our sewage network and supply to various different locations of the town, the refining and refurbishing of the Plaza de Correos along with the repairs of various streets and sidewalks in different areas of the municipality, among other actions.
As you may know , I have recently gone through the marvelous experience of being a father, which pushes me to fight forward for one objective, that being to leave for our little ones of  ZURGENA even better than we have today.

But beyond the progresses of our municipality , the most important aspect in the upcoming days are you, the residents of Zurgenaw ho will experience these fiestas emphasized for its joy and enjoyment with family members and friends, enjoying all the organizedactivities for the occasion.

As such neighbours and friends, I wish you from the bottom of my heart that you enjoy these festive days which are so special for us all.

Secondly just a reminder that the English version of the mobile phone application for both Android and iOS phones is called Living Zurgena and is available from all app stores.

Drones

It is very similar to that in England which precludes flying over private properties. There are no rules yet regarding flying over other public spaces but they are considering further rules.

Water Supply Interruption Palaces

There has been an interruption to the water supply in Palaces since last night Sunday 5th August.

Galasa are working on the problem and hope to reconnect in 2 to 3 hours approx.

Still no water. I have been pressing two of our councillors to pressure Galasa to respond but so far no success. As soon as I hear anything I will post.

Water reconnected. Shall discuss with the Mayor in the morning and see what if anything we can do going forward.
In the meantime if you want to register a complaint you can do so in their office in Vera or by telephone 950916738 and I would urge anyone who has been inconvenienced to do so.

Diputacion Trip to La Linea

The Diputacion have organised a trip to La Linea de Concepcion on the 10th September until 14th September, the price is €40 including coach and accommodation on a half board basis. Includes a trip to Gibraltar.

To be eligible you need to be over 65 years or disabled or receiving social benefits.

If interested you need to register with Noelia Garcia in the Town Hall asap as places will be very limited. We will require names, NIE numbers, telephone numbers, address and proof of pension state.

All 2018 IBI bills are now on the system and can be obtained in person from Andreas in the Town Hall. They will be available on the system until 20th November which is the due date for payment. Any payments after that date will attract penalties.

No bills will be sent out by post this year so the responsibility rests with the home owner.

Tribute Dinner

Over 200 people enjoyed a great evening in the old Plaza del Olmo, Zurgena to enjoy the Tribute Dinner for Antonio Costura ( the winner of Spains Sewing Bee TV Competition) and Juan Antonio Ramos (our national 100km running champion)

The Gala dinner was to held to celebrate their achievements as sons of Zurgena and how they had brought great pride to the village.

The meal was excellent (as usual provided by Bonillos Catering). 7 starters, followed by a main course of Medallions of Iberico Pork with a port reduction, served with a timbal of potatoes pobre and Almeria peppers, dessert was a chocolate basket containing yoghourt mousse, parfait red fruits and a coulis and a skewer of fruit.

After dinner a short video of the achievements of both men was shown and presentations made. Got to bed at 2. 30am when the others were just starting the dancing!

Summer Activities

Saturday 28th July in the school, Juan Andres Toledo in Zurgena there is to be a Summer Cinema showing El Principito starting at 2200. Entrance free.

A Master Zumba class is to be held on 1st August 2018 from 1900 until 2200 in the Renfe building in La Alfoquia. There will be traditional games for kids, Master Zumba and a practical introduction to a Brazilian Dance style. All organised by Kronos Gym. Admission free.

On Saturday 11th August there is Town Hall sponsored trip to Vera Aqua Park. The coach leaves Zurgena at 1030 and returns at 1930.  Price including bus and entrance €12.  Registration in the Town Hall prior to 8th August.

Regional Petanque competition (this is the one which is held in various municipalities and is organised by the Diputacion) and they have dates in various locations across the Almanzora valley during August and September. It is a pairs competition and will be held in Zurgena on 9th September. If interested in entering any of the events please contact me for further details.

Taxi Services and Update

A word of caution about using non licensed taxis.

I have heard on the grapevine that some of the local licensed taxi drivers are becoming concerned about the activities of people (Brits) who are unlicensed but acting as taxi drivers.

I understand that some are advertising on social media and the Spanish taxi drivers are now monitoring such websites with a view to reporting these people to the authorities.

As in the UK drivers of taxis have to comply with a whole set of rules and regulations covering competence and legal standing. So for your own safety and security use registered taxis.

For those of you who play Padel you may be interested in forming a team to complete in the Zurgena Fiesta Padel Tournament to be held during the Zurgena Fiesta in August.

Fibre Optic

The Town Hall has agreed a project with two different businesses to install Fibre Optic cabling  in the two villages of La Alfoquia and Zurgena.

The first part of the project is the installation of above ground cabling in La Alfoquia by a company called Plus Net.  This has already started as some of you have noticed.

I have a copy of the area to be serviced by this initial installation which unfortunately for most of us at this stage only covers the older part of the village. The extension of the network to cover the wider area including the area by the pool bar may be some time off.

Subsequent projects will include the wider area and underground cabling.

An Evening Tribute Dinner to our Local Winner of the Spanish Sewing Bee Competition

UPDATE! At the moment I have reserved two tables and I have two places left on one of those two tables. Will see how demand goes before considering reserving another table.

The Town Hall in conjunction with Catering Bonillo have organised an evening of entertainment with food prepared and served by Bonillos. I have had experience of Bonillos and can confirm they provide very excellent catering.

The evening is to be held in the  open air in the Plaza del Olmo in Zurgena on Friday 27th July commencing at 2100 hours.

As tables are being set up in groups of 8 to 12 it is obviously best if you have a group in the first instance. However, I shall be going and may have some spare seats on my table. Depends if I have enough friends to fill it or not!!

The cost of the evening is €25 per adult or €15 for children.

I believe it will be a wonderful evening and, in the setting of the old square, could be quite magical. If anyone is interested in joining this event please let me know asap so I can manage the numbers to tables. As usual call me on 610194260 or email jimszurgena@gmail.com


  

Triathlon and Biathlon

Not sure how many of the readers of this will be interested but putting it out there anyway!

The Town Hall has arranged a competitive Triathlon and Biathlon for Tuesday 24th July from 1900 until 2200 in the municipal pool. If anyone is interested please contact me.

Town Hall Wifi

As many of you know the Town Hall WiFi has been going through an upgrade process which initially led to many problems.

The work is now finished and would appear to be running much more efficiently.

Below are the terms if anyone wishes to contract it;

8 megs for €12 per month inc IVA
16 megs for €20 per month inc IVA
30 megs for €30 per month inc IVA
50 megs for €35 per month inc IVA

Additionally you can contract for fixed line phone calls for 1 euro per month extra or for €17  unlimited calls and 10gb of data. The system is maintained by Movistar and covers 100% of Zurgena.

Water Works

Update 1322 hours. Sorry should have included the fact that todays interruption to the water supply was caused by a  fracture in a main pipe. They have restored the water to the village and are working to restore to the higher areas and hope to complete by mid afternoon but no guarantees!

Some good news at last regarding the work needed to renew our antiquated and old water pipe network.

As many of you know we have had numerous and regular fractures of the main pipes over the past years and these are primarily due to the failure of old systems. The Town Hall has been in negotiations with Galasa regarding upgrading all these systems and originally a budget of €400,000 was agreed to do the work. To this has been added another sizeable figure to renew another part which had not been included in the original discussions.

The work to renovate these networks starts tomorrow but will take many weeks but should finally stop the many failures of the system.

IBI New Procedure

From this year there is to be a new procedure regarding the issue of the IBI bills. This is not a bad thing given that for the past few years they have hardly ever reached their destination!

From this year all the IBI Bills will not be sent out but be available from the Town Hall from approximately 21st July onwards. They will be due for payment prior to the 20th November. Although it is aways sensible to make payment a few days prior to the last allowable date.

Please make a note to collect or arrange to have collected a copy of your IBI for this year during this period.

Evening Trip to Taste and Dance

An evening trip to Seron has been organised by the Women's Association of Zurgena but it is open to men as well.

The bus leaves at 20.00 hours on 7th July and takes you to Seron for an evening of ham and various meats tasting. This is followed by a dance.

Aqua Aerobics

As many of you know June Hamilton ran an aqua aerobics class last year throughout the summer and it was enjoyed by many of you.

She is starting the class again next Tuesday 3rd July at the municipal pool in La Alfoquia up by the football pitch. The classes are of three quarters of an hour duration and start at 1000am until 1045 each Tuesday and Thursday. The cost of each class is €4.

June is an excellent fitness tutor (at least so my wife tell me!!) No - actually I have attended the aqua classes and here really were both enjoyable and beneficial.

New people are welcome. Just pop along and join in.

PGOU

I had a lengthy discussion with our Mayor about the situation regarding our progress with the PGOU on Monday.

He was undecided as to the best course of action, regarding informing the residents of its progress and current situation, however, after we had discussed it, he agreed that barring any problems over the summer we should hold a public meeting late September (once holidays are over and things have settled down) and make it an open meeting to all residents and have our technical people present so that everyone can be informed and raise any questions.

I will of course publicise this meeting as soon s we agree a date.
