A Better Version of the Relaxation Processes

This is a better explanation than my effort but all dates have to be confirmed

Phase 0:
  • This is the phase we currently find ourselves in which can be considered to be the ‘preparation phase.’
  • This phase includes some relief measures, such as the one recently inaugurated which allows children to go for short walks with their parents
Phase 1:  11th May
  • This initial phase will allow each province to open retail and trade establishments albeit under strict security protocols, however this will not include large shopping malls or complexes.
  • Individuals over the age of 65 will have a designated and prioritised time to enjoy these shops as they are the largest risk group.
  • Cultural establishments may open but they must limit their capacities to 50 per cent.
  • Face masks and protective gear will be strongly recommended on public transport.
  • Professionals and individuals can return to training.
  • Businesses who take advanced bookings can also open.
  • Hotels and tourist accommodations will be allowed to reopen however they must close common spaces.
  • Terraces will also be allowed to open but at a limited capacity and always when respecting the new security protocols.
Phase 2: 25th May
  • This phase is the intermediate transitional period which will allow restaurants to open and begin serving tables inside.
  • Cultural events will be allowed to happen however there will be an attendance limit of 40 people.
  • If this event is open air and everyone has an assigned seat then the maximum capacity will be 400 people.
Phase 3  8th June
    • If all the measures and data correlate effectively then general mobility will be more flexible.
    • This is the most advanced phase and will increase maximum capacity at establishments to 50 per cent.
    • Face masks and protective gear will still be recommended.

Stages of Deescalation of the lock down

Below is the announced plan for the transition announced by Pedro Sanchez

It focuses on four phases  but will not have precise dates for the reopening of businesses, beaches or bars. The government has instead opted for a different formula, based on four phases – 0 to 3. Dates will be determined by the government.

Sanchez says that this return to normality will be gradual and happen in four phases, with each phase taking around two weeks to complete. Phase 0 – is preparation phase, Phase 1 – will allow each province to open retail and trade establishments albeit under strict security protocols; Phase 2 – is the intermediate transitional period which will allow restaurants to open and serve customer; Phase 3 – Depending on Covid-19 data in each province, more freedom may follow, which will be decided by the Ministry of Health.
According to the Prime Minister Pedro Sánchez, Spain has looked at what other country’s across Europe is doing, however, has decided against following France, Portugal and Italy, in providing dates. It will instead look at lifting restrictions, by province, and through a phased approach.
The provinces that are most likely to have restrictions lifted first include Murcia, the Baleares and Canary Islands. The provinces in the Andalucian region that are likely to benefit from de-escalation plans ahead of the others include Almería, Huelva and Cadiz 
Phase 0 of "preparation"  Restaurants can open, at home, "professional" training alone! And the already announced children's exercise.
Phase 1 May 11th Partial start of opening of small shops, not large commercial centres, under strict security. Opening of bars with terraces with 30% occupancy and hotels without common areas. Training in groups of professional athletes only.
Phase 2 May 25th If indicators are met then restaurants may be allowed to open one third of tables inside allowed. Cinemas and theatres also at one third capacity. Local and leisure opening of more than 70sq m with one third occupation. Churches and places of worship 50% occupancy.  
Phase 3 June 8th  If indicators are met then relaxation in mobility with masks outside the home, mobility will be more flexible in commercial premises limited to 50% and minimum distance of 2 meters between people.
The start of each phase will be determined by the Government based on data and each phase is expected to last a couple of weeks so that at the end of June we would have a new normal. If the epidemic is continuing to be controlled.
Duration of the de-escalation ... each of the phases MINIMUM two weeks!
Minimum month and a half for some areas and all hopefully by the end of June if everything goes well!
Schools to reopen September
This is my interpretation of the information out there and must not be relied and is given as an indication of the likely relaxation of the lock down. 



More masks

Today we have collected another order of 4,800 masks, which we will add to those that were left from the previous order and we will make a distribution of these by house-to-house next week.

This week the children's masks are being distributed to all the students of the Schools, we hope that soon all the residents, regardless of age, can be protected when they have to leave their homes.

Possible Loosening of Lock Down

It has been announced today that should there be no increase in infections this coming week then there may be relaxing of the lock down rules regarding exercise.

If, and it his a big if, there are no increases in the infections, then, from the 2nd May people can go out individually to exercise and those who live together may go out for a walk together bearing in mind the standard social distancing rules.

Masks Update

We have been starting with the deliveries to every house this weekend.

We delivered to Llanos del Peral yesterday and today doing Cucador. I am not sure what order the rest will be done but it will be over the next few days. Please be patient.

If you live in Llanos del Peral or Cucador and have not received your pack of masks by the end of today please let me know tomorrow as I am keeping a list of those we have missed.

We should complete the vast majority by the end of today but as I said above any not received by the end of today just email, WhatsApp (610194260) or message me.

Update on Masks

We have just collected the first batch of 4,600 masks purchased by our City Council. We are preparing the batches that we will distribute house by house, gradually to the entire population, and to all the establishments of the municipality, in the coming days. We ask for your patience, we will reach every one of you.
In the same way we also ask you, once again, that you stay at home and that you only leave for what is strictly necessary. If we do not collaborate we will not be able to end this pandemic. This fight belongs to everyone.


Our Mayor and councillors supported by wives etc are arranging the distribution of the masks to every home. Each home should receive an envelope containing 5 masks. And each envelope has been signed by the Mayor.

DON LUIS DIAZ GARCIA, MAYOR-PRESIDENT OF THE EXCELLENT CITY COUNCIL OF ZURGENA (ALMERIA)
MAKE IT KNOWN:
Mayor's Decree dated April 15, 2020, on the adoption of new emergency measures in the municipality of Zurgena, in relation to the pandemic declared as a consequence of the coronavirus COVID 19.

Since the WHO declared the public health emergency situation of international importance due to the expansion of the coronavirus COVID 19, the authorities of the various administrations have been adopting various extraordinary containment measures.
Considering Article 10 Royal Decree 463/2020, of March 14, declaring the state of alarm for the management of the health crisis situation caused by COVID-19 "Article 10. Containment measures in the field of commercial activity, cultural facilities, establishments and recreational activities, hotel and restaurant activities, and other additional activities.

1. The opening to the public of retail establishments and establishments is suspended, with the exception of commercial retail establishments for food, beverages, products and basic necessities, pharmaceutical establishments, health centers, veterinary centers or clinics, optical and orthopedic products, products hygienic, press and stationery, automotive fuel, tobacconists, technological and telecommunications equipment, pet food, internet commerce, telephone or correspondence, dry cleaners, laundries and the professional practice of hairdressing at home. In any case, the activity of any establishment that, in the opinion of the competent authority, may pose a risk of contagion due to the conditions in which it is developing, will be suspended.

 
2. The permanence in commercial establishments whose opening is permitted must be strictly necessary so that consumers can purchase food and basic necessities, the possibility of consuming products in the establishments themselves being suspended.
In any case, crowds will be avoided and consumers and employees will be controlled to maintain a safety distance of at least one meter in order to avoid possible contagion ”
With the intention of protecting all the residents, users of the businesses and personnel who provide their services in said offices, this Mayor's Office, in accordance with the provisions of sections “a” and “m” of article 21 of Law 7 / 1985, of April 2, Regulator of the Bases of the Local Regime
DECREES:
First.- Limit the Capacity in all commercial premises open to the public to five people inside the premises and maintaining the minimum safety distance of one meter at all times inside the premises. The rest of the people must remain outside the shop queuing to access, keeping the minimum safety distance of one meter.
Second.- The owners of the businesses will be responsible for establishing the pertinent systems so that what is decreed is applied.
Third.- People who disobey the provisions of this decree will be sanctioned with a fine of 600 to 30,000 euros, and in case of repetition, criminal actions may be derived for disobedience to the authority.
Fourth ..- This Decree will be in force as long as the circumstances that motivated it continue, and may be modified to adapt them to the new developments.


It is strongly requested that you follow the instructions given by the health authorities and keep you informed through the usual channels of communication.

Bad News

The below circulation is an official communication from the Mayor of the Town Hall of Zurgena to all residents.


From this town hall we are obliged to inform the residents of our municipality of the first confirmed positive case in Covid 19 in our town.
Our neighbour is healthy and respecting the quarantine in his home so far he has not had to be hospitalized.
It is repeated that you should all be  complying with the established measures of restriction.
Both the city council and local police are available to assist this person and his family for what they need.
We appreciate the gesture of responsibility that your neighbors have adopted after we have informed them after discovering the results of the test today.
To avoid more cases in our municipality, a call is made for strict compliance with all the measures indicated by the Ministry of Health.
Leave only for the essentials of your homes, stay at home for the common good.
At these times, individual and social responsibility is very important to avoid contagions.
We greatly regret having to issue this release. and we call for calm, tranquility and patience, no matter how hard it is during these days of confinement.
Together we can get through this, we are doing well, but it can always do better.
In the next few days, the distribution of 10,200 masks, acquired by the Zurgenero city council, will be carried out, in addition to the 1,100 that have already been distributed among the most vulnerable population, this time they will be distributed door to door for the entire population.

Today would have been John Copelands 70th birthday. He sadly passed away unexpectedly on the 29th February.

As a toast, to  his memory, all his friends on the Council at Zurgena today raised a glass in his memory.

Remembering John Copeland

Posting this on behalf of Shelagh Copeland and myself.

John Copeland, the Crystal  Man of Almeria, sold Swarovski hanging crystals, precious and semi-precious gemstones, minerals, fossils, pendulums, singing bowls and associated items for 15 years in the Almanzora valley.
Sadly he died suddenly and unexpectedly on 29th February.  In response to overwhelming messages from friends, stallholders, customers and the local Spanish community, Shelagh, his wife, had planned to hold a celebration on what would have been his 70th birthday tomorrow, Monday 13th April.
Due to the difficult situation we are in at the moment she feels this would no longer be appropriate.  She is therefore inviting you to join her in raising a glass to John - wherever you are - at 2.00 pm Spanish time

By today the Town Hall has distributed more than 750 masks to vulnerable individuals.

If you have missed these and you feel that you qualify please email me and I will see what arrangements I can make, as we still have a few left.

If you had requested one and not received it by now then you need to go on the new list so please let me know. It has been difficult keeping up to date with requests so, as I say if you still want a mask let me know.

As most of you know the car tax for 2020 is usually due prior to June 5th however due to the crisis the collection period for municipal taxes, such as vehicle tax, will not begin to be collected until the Alarm Status ends and the payment period will be extended by one month more than usual.

Face Masks and Cases

As everyone knows the availability of face masks is a huge issue.

The Mayor of Albox kindly gave us 500 masks last week. These were distributed amongst the TH workers and those known to the TH to be vulnerable. Obviously this was nowhere near enough as we ran out at the end of last week.

The Mayor is trying to source a further supply which he hopes to obtain later this week. As soon as we can get some we will arrange distribution.

If you think your need is qualifiable let me know and if possible we will try and get one to you. There are supplies available online on the internet and I have ordered some for myself although delivery is still a couple of weeks away. For the information of those who have already contacted me with your particular need your names are on the list.

UPDATE WE HAVE A NEW SUPPLY OF THE BASIC FACE MASKS. IF YOU WOULD LIKE ONE LET ME KNOW.

There is a rumour going around that you need face masks to go to the shop. This is not true. The only time this applies is if there are 2 people in a car eg one is handicapped and then the passenger  needs to sit in the rear and wear a mask.

Regarding up to date figures on cases in our area we do not have accurate up to date information on this as it is controlled centrally. To my knowledge there has been no cases in Zugena and only one confirmed case treated at Huercal Overa hospital who was released last week and is recovering in isolation at home.

Bit of Hopeful News


SPAIN’S coronavirus death and infection rates have continued to fall today in a positive sign for the country’s war against the disease.
There were 809 deaths registered on Saturday, down from the 932 recorded yesterday and the 950 the day before.
It brings the total number of COVID-19 deaths to 11,744.
Meanwhile, the number of confirmed cases has risen to 124,736.
But the number of new cases today is 7,026, meaning the rate of infection has dropped again (from 7,472 yesterday).
In another good sign, thousands no longer have the disease from today, with the number of ‘cured’ rising to 34,219.
That means 3,706 people were rid of the disease in the past 24 hours, increasing from 3,500 the previous day.

 A worker or self-employed person who has lost his job or whose income has been drastically reduced may benefit from this moratorium.
 To qualify for this help, you must meet ALL these requirements:
 - You must have lost your job or if you are a self-employed professional suffer a substantial loss of your income or a substantial drop in your company's sales.
 -That the mortgage payment, plus basic expenses and supplies, is greater than or equal to 35% of the NET income received by all the members of the family unit.
 -That, as a result of the health emergency, the family unit has suffered a significant alteration in its economic circumstances in terms of effort to access the home.  This means that the effort that represents the mortgage burden on the family income has been multiplied by at least 1.3 or that there has been a substantial drop in sales (at least 40%)
 -That the total of household members' income does not exceed, in the month prior to the request:
         - The limit of three times the IPREM, which is 537.84 euros.  This means not exceeding the amount of 1,613.52 euros per month.
 This limit will be increased by 0.1 times the IPREM for each dependent child.  If it is a single parent unit it will be 0.15 for each child.
 It will also increase by 0.1 times for each person over 65 years of age who is a member of the family unit.
 In the event that some of the members of the family unit have a declared disability greater than 33%, a situation of dependency or illness that permanently disables them, the limit will be four times the IPREM, without prejudice to the accumulated increases per dependent child.
 If the debtor is a person with cerebral palsy, mental illness, or an intellectual disability, with a recognized degree of disability equal to or greater than 33%, or with physical or sensory disability, with a degree of disability equal to or greater than 65%, as well as  In cases of serious illness that renders the person or their caregiver incapable of carrying out a work activity, the limit will be five times the IPREM.
 How do I obtain this credit?
 You must go to your financial institution (Bank or Building Society) and present the following documents

 -If you have had to close your business, you must present a certificate issued by the State Tax Administration Agency or the competent body of the CCAA based on the declaration of cessation of activity declared by the interested party.

 -Family book or document accrediting a domestic partner to prove the number of people living in the same house.  A certificate of registration and declaration of disability or dependency is also necessary to do a work activity.
 -To show ownership of the home:
    - Simple note from the property registry
    - Deed of sale of the house and the mortgage loan.
    - Responsible declaration of the debtor regarding compliance with the requirements required to be considered without sufficient financial resources.
