Sanchez says that this return to normality will be gradual and happen in four phases, with each phase taking around two weeks to complete. Phase 0 – is preparation phase, Phase 1 – will allow each province to open retail and trade establishments albeit under strict security protocols; Phase 2 – is the intermediate transitional period which will allow restaurants to open and serve customer; Phase 3 – Depending on Covid-19 data in each province, more freedom may follow, which will be decided by the Ministry of Health.
According to the Prime Minister Pedro Sánchez, Spain has looked at what other country’s across Europe is doing, however, has decided against following France, Portugal and Italy, in providing dates. It will instead look at lifting restrictions, by province, and through a phased approach.
The provinces that are most likely to have restrictions lifted first include Murcia, the Baleares and Canary Islands. The provinces in the Andalucian region that are likely to benefit from de-escalation plans ahead of the others include Almería, Huelva and Cadiz
Phase 0 of "preparation" Restaurants can open, at home, "professional" training alone! And the already announced children's exercise.
Phase 1 May 11th Partial start of opening of small shops, not large commercial centres, under strict security. Opening of bars with terraces with 30% occupancy and hotels without common areas. Training in groups of professional athletes only.
Phase 2 May 25th If indicators are met then restaurants may be allowed to open one third of tables inside allowed. Cinemas and theatres also at one third capacity. Local and leisure opening of more than 70sq m with one third occupation. Churches and places of worship 50% occupancy.
Phase 3 June 8th If indicators are met then relaxation in mobility with masks outside the home, mobility will be more flexible in commercial premises limited to 50% and minimum distance of 2 meters between people.
The start of each phase will be determined by the Government based on data and each phase is expected to last a couple of weeks so that at the end of June we would have a new normal. If the epidemic is continuing to be controlled.
Duration of the de-escalation ... each of the phases MINIMUM two weeks!
Minimum month and a half for some areas and all hopefully by the end of June if everything goes well!
